Bug Description

Given the way language pack works in Ubuntu/Launchpad, all universe packages that have their translations inside kde-i18n packages are neither translatable in Launchpad, nor translated using upstream translations because those templates are never installed in Ubuntu/KUbuntu.

Why aren't they shipped in the exported language packs? kde-i18n-* is in main after all?

Because the templates are not in main and that's what controls what's exported so we would need to accept the templates from universe.

Translations for non-main packages are not imported or exported as a matter of Ubuntu policy. There are good reasons for that policy, but if it's ever changed, this problem will also go away.

Another option would be to make the scripts on the Ubuntu side include KDE's upstream translations for packages that we put in universe.
