Large user output is silently trimmed

Bug Description

When the user exceeds the current output limit (stated to be 16 MB on the wiki), it should directly say OLE and skip the checker altogether. Right now, the user's OLE'd output seems to be clipped after 16MB, and the checker is still passed this abridged stdout after the OLE. Thus, the checker will be forced to give a misleading WA verdict. See problem http://wcipeg.com/problem/ccc15s2p4.

Another important part of the issue is that the current output limit is too small. 16MB is not enough for problems such as the above. Unless there is good reason not to, I think the limit should be raised.
