Inconsistent Request Ids in Logs

Currently, we are seeing two different request Ids being populated in our log. We need to unify those across our transactions.

Steps to replicate:
- Create fresh Barbican environment
- Start Barbican
- Make a GET /v1/secrets call
- Observe 2 request Ids in log messages

    Fixed Inconsistent Request Id in Log Messages

    Two different request Ids were showing up in log messages.
    Now there is one consistent request Id that is also the one reflected in error messages.
