Bug Description

Customer wants to change horizon SESSION_TIMEOUT variable, but it is not configured nor exposed anywhere. I believe this is achieved by adding "SESSION_TIMEOUT = XXX" to horizon's local_settings.py.

    Allow the Horizon SESSION_TIMEOUT to be configured

    This will only configure the variable if the horizon_session_timeout
    user variable is defined.
