WebUI does not support soft power off

Bug Description

MAAS supports both, soft power off and hard power off. This, however, is not an option oin the webui. The tricky thing here is that the power method needs to also support soft power off.

So, we need to allow Soft Power Off on the web UI if the power method supports it.
