[OSTF] Need to edit all text messages in all Ceilometer tests due to wrong English

We should edit all text messages in all Ceilometer tests because users may not understand why the test failed or was skipped due to wrong English. Also some tests have incomplete description of scenario and it should be fixed, too.

    Editing all text messages in all tests for Ceilometer

    1. All text messages were edited so that users can understand
       why the test failed or was skipped.
    2. Some spelling errors were fixed.
    3. Some tests had incomplete description of scenario. Missing steps
       were added.
