This package needs to be in Debian archive in order for Canonical to include in 15.10. What is the status of that?

As William noticed, sphde is in Debian.
It's also in Yakkety : https://launchpad.net/ubuntu/+source/sphde
Can anyone try to pull it in 16.04 ?

Maybe you did you check on ppc64el.
It actually fails on that arch :
