Bug Description
Environment:
MOS 6.0/Ubuntu/
During deployment of non-primary controllers swift services fail to start. The rest of the cloud deploys fine. During the second run these services successfully start.
I think, this is caused by config files for swift services being set up already after these services have tried and failed to start during first puppet run. See https:/

This bug is likely invalid for the 6.1 as there was a major deployment redesign with granular steps
