Swift services fail to start during non-primary controller deployment

Environment:

MOS 6.0/Ubuntu/HA/Neutron VLAN/Not using Ceph (installing Swift).

During deployment of non-primary controllers swift services fail to start. The rest of the cloud deploys fine. During the second run these services successfully start.

I think, this is caused by config files for swift services being set up already after these services have tried and failed to start during first puppet run. See https://github.com/stackforge/fuel-library/blob/stable/6.0/deployment/puppet/swift/manifests/storage/server.pp#L58-L64

This bug is likely invalid for the 6.1 as there was a major deployment redesign with granular steps

I have tried to reproduce this bug on MOS 6.0 and I couldn't see this issue. Swift services starts normally and puppet log doesn't contain messages about any failures with starting swift services. Can you actualize data about environment on which you faced with this issue?

Env details: Ubuntu/HA, 3 controller nodes, 1 compute, 1 storage-cinder node.
