Bug Description
when having a vertical scrollbar right near a vertical splitter (like it is in evolution between the accounts on the very left side and the email lists on the right), the scrollbar is not reachable. When moving the mouse over the scrollbar, the mouse pointer changes to the "double-arrow" and only a resizing is possible, but no scrolling.

Luna showed extra scroll-tools which made accessing the very thin scrollbar more easy. This extra tool has completely disappeared in Freya. Is that by intention?
