openstack client fails with exception

Bug Description

simply tried openstack client in wily. failed.

$ dpkg -S /usr/bin/openstack
python-openstackclient: /usr/bin/openstack

$ dpkg-query --show python-openstackclient
python-openstackclient 1.0.3-0ubuntu1

$ openstack image list

The current version of python-openstackclient (1.0.3) requires pbr>=0.6,!=0.7,<1.0 in requirements.txt and wily has version 1.0.0 of python-pbr.

I think we should be upgrading wily to 1.3.0 release of python-openstackclient anyway so we'll need to get the new release into Debian.
