Postgresql logs are not gathered on master node

Looks like we need to fix Puppet manifests. These logs definitely should be in diagnostic snapshot.

And also to discuss logging level for postgresql (who knows, this may be important, for example, for debugging scalability issues).

    Change master postgres log directory to /var/log

    As long as postgres has many options and main postgresql module
    cannot cover them all, write small new type that can optionally
    change any postgresql option similar to existing OpenStack config
    types based on ini_setting
