Remove outdated TODO comment

A TODO comment added by Brian Waldon in \nova\api\openstack\compute\contrib\admin_actions.py about adding prefix 'os-' before all admin actions can be considered as outdated. It is useless since both the V2 and V2.1 instance actions are not prefixed with 'os-' both in documentation and source code. Since Brian Waldon didn't participated anymore in OpenStack after Aug, 2013. It is better to remove this TODO comment to avoid misunderstanding.

    A TODO comment added by Brian Waldon in
    \nova\api\openstack\compute\contrib\admin_actions.py
    about adding prefix 'os-' before all admin actions
    can be considered as outdated. Removing it to avoid
    misunderstanding.
