strange behaviour after heat stack is deleted manually

Bug Description
Steps is here:
1) Create an env.
2) Add and deploy components.
3) Remove heat stack
4) Remove old components
5) Add new components and deploy.
6) Look at heat stack
First time I faced this bug it looked like we add new instances to the 'old' stack. Next time stack was created but nothing else happened - VM wasn't created and stack was empty.
