Test suite runs sudo commands

./bin/test.region src/provisioningserver/import_images/tests/test_boot_resources.py:TestMain.test_successful_run blocks with "[sudo] password for rvb" because it's running sudo commands.

This is a a consequence of the service monitoring feature that landed recently. The issuing of sudo commands must be disabled in tests, either on a case by case basis or globally in tests.
