enabling sync on a deck when none others are playing can cause skip

Bug Description

If only one deck is playing, and sync is enabled, sometimes there's a hiccup in the sound. It is not actually an underrun, I think it is a seek artifact or something. Trying to figure out how to reproduce easily.

It was an issue where a long-press would cause two sync_enable events, one on press and one on release. While that shouldn't happen, it's also true that a sync_enable on a deck where sync is already enabled shouldn't do anything. (same goes with disabling)
