It leads that we manage interfaces in half-automatic way and it is difficult predict behavior.

This bug should not be fixed before LP#1452617, because disabling hotplug anyway -- not good solution.

I propose to disable hotplug for interface directly before reconfigure interface and enable after successfully reconfigure and UP.

    Disable/enable hotplug for network interfaces

    Disable/enable hotplug for network interfaces during network configuration.
    Ubuntu and CentOS have special jobs which up interface automatically when
    it appears in system. During puppet run we do not manage interface
    configurations completely. It leads to not understandable errors and hence
    long-time debugging.
