Thank you for taking the time to report this bug and helping to make Ubuntu better.

Based on your error message, this looks like an issue caused by your webmin installation and seems unlikely to me to be a bug in nginx packaging. Since webmin does not ship with Ubuntu, this is unlikely to be a bug in Ubuntu.

So since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
