Doesn't display well on high-dpi screen

Bug Description

I have a 200+ dpi screen, and so use unity-tweak-tool regularly to adjust the zoom factor.

Unfortunately, the tool doesn't display well in exactly this situation (see screen dump), so that it is very hard to work out which icon to click on. Other programs (such as the file browser) let you zoom in and out, so that the text fits under the icons. Tweak tool doesn't have this.

I have the same issue on Ubuntu 16.04.01 LTS.

I'm using a 3200x1800 screen with 276dpi and I have the zoom configured to 1.88.

It appears that the text size is OK but the size for the entire element is too small so a lot of text gets cut off.

Here is a screenshot with scale = 1.0 for comparison.

Notice how much space there is for the text in comparison!

The text is almost unreadable at 270ppi of course because it's tiny.

I just tried a scale of 2.0 and it does not have this issue that shows up when I use scale 1.88.
