Bug Description
Most of LACP bonds requires some time at node boot for assembling bond.
For prevent temporary lost connectivity while system services starts we should add waiting cycle or
checking for bond settle.
ALso should be reverted workaround for 6.1, which add 30s sleep after configuring LACP bond.
