kscreen fails to bring up external monitor after upgrade

Bug Description

With 14.10 it worked like a charm but after upgrading to 15.04 nothing happens.
kscreen 4:5.2.2-0ubuntu1

I do not see kscreen in the list of running processes until I launch systemsettings5 - than
/usr/lib/x86_64-linux-gnu/libexec/kf5/kscreen_backend_launcher
appears.

Previously there's been dedicated entry in systemsettings regarding startup where I could check kscreen explicitly. I suspect that the problem is that kscreen is not launched automatically for some reason but not sure what exactly should I start (/usr/bin/kded5 is running).

Note: I'm trying to use kscreen from different DE (because bundled multimonitor management in there is disfunctional pile of crap) and in 14.10 it worked fine. Would be nice to bring this functinality back with 15.04 too.

This bug is very old, if it is still an issue please update the bug with information from a supported release.
