No config for specifying network_type when creating network resources

Bug Description

It would be useful to be able to specify the network_type for network resources created during non-neutron tests. Currently no network_type is specified during creation, ie. only the system default can be used.

Eg. by adding a config setting CONF.network.provider_network_type=[flat|vlan|vxlan|gre]

The non-neutron test are using a regular user create-able network, regular users does not able manipulate the provider_network_type by default so those tests will use a network with default type.

It is a known issue that some tempest tests do not work with vlan nova network. I'm not sure if any one will care about fixing this.

FTR, I'm more interested in running ovs+vxlan networks than nova network

It is possible to use pre provisioned credentials in Tempest. Such credentials can have whatever required network setup prepared before the test run.
Reducing this to wishlist.
