Crashes and incomplete files when exporting

Bug Description
When I try to export a video project, it ends up either freezing up the program, or creating incomplete video files, depending on the file type I use.
Examples:
If I export to Target: mp4 (mpeg4), Video Profile: DV/DVD Widescreen NTSC, Quality: Med, then once the progress bar reaches the end, the program freezes. The export window remains on the screen and cannot be canceled or closed without manually killing the process. I can let it sit there for hours, and nothing happens. The resulting file cannot be played.
If I export to Target: OGG (theora/vorbis), Video Profile: DV/DVD Widescreen NTSC, Quality: Med, then the export window closes within seconds (much to fast for anything to have been encoded), and the resulting file cannot be played.
If I export to Target: MPEG (mpeg2), Video Profile: DV/DVD Widescreen NTSC, Quality: Med, then it seems to export correctly, there are no apparent freezes, but the resulting file, which should be 40 minutes in length, only plays the first 9 seconds of the project.
