OSTF Test names are not well-meant in Dashboard

Bug Description

By now, OSTF test names shown in Dashboard are the full Python-like names of test functions. The more useful way is to use a short test description (like in Adapter CLI). At least, the human-oriented description for test should exist in the final report.

    Fixed bug of test caption in report

    Reasons:
        - A caption of OSTF test in report is not easy-to-read
    Changes:
        - Caption for OSTF test will be set from its docstring
        - Fixed test_server.py due to changes in captioning
