Use environment variable for UUID

Bug Description

On the quickstart guide (magnum/doc/source/dev/dev-quickstart.rst), under the session for creating swarm bay, it instructs users to copy-and-paste UUIDs, which is not user-friendly. Ideally, we should set UUIDs as environment variable.

    Avoid hard-coded UUID in quickstart guide

    The quickstart guide requires users to copy-and-paste UUIDs to a
    command, which is not user-friendly. This commit walk-around it.
