On desktop, scrollbars cannot be dragged after opening a new tab

Bug Description

Seeing this with the latest trunk (corresponding to version 0.23+15.04.20150506-0ubuntu1) running on an up-to-date vivid desktop + oxide 1.7.7.

Steps to reproduce:
 1) launch the browser, browse to a page that has more content than fits in the viewport
 2) verify that you can scroll up/down the page by dragging the scrollbar handle
 3) open the drawer menu, click "new tab", verify you get the new tab view with a list of bookmarks and top sites
 4) open any of the bookmarks or top sites
 5) now try dragging the scrollbar handle up/down like in step 2

Expected result: the page scrolls as the handle is dragged.
Actual result: the handle won’t move. Scrolling in the page with the mousewheel still works though.

I can confirm, but it seems site-dependent? I can drag on yahoo.com, but not whatsmyuseragent.com.

I can confirm this as well. When opening a new tab and loading an Ubuntu Wiki page from bookmarks, the scrollbar is shown but I can't drag it.
