codec error when writing/reading files in non UTF-8 systems

Bug Description

SocNetV by default writes all textstreams (network files) using the default codec returned by QTextCodec::codecForLocale(). But the encoding written inside the XML data is hardcoded encoding=\"UTF-8\
This means that on non UTF-8 systems, i.e. russian or japanese, the files will be saved in their local encoding ie KOI8-R but SocNetV will always try to read a UTF-8 file...
