Bug Description

Steps to reproduce:
1. Create change request and build custom openstack component package
2. Copy new package to the destination node
3. Try to install package

Expected results:
Package successfully installed

Actual results:

Please use `rpm -U' when you update a package.

rpm -Uvh is a correct way.
