Running risk from an imported hazard curve file does not work

Bug Description

One gets an AttributeError on the maximum_distance. It turns out the risk calculators are accessing the maximum_distance when they should access the asset_hazard_distance. Then it seems there are other errors missing hazard_imtls (which indeed is not set)..
We lack a test case for this situation, similarly to what happens for the GMFs.
