TIDC does not properly close connections to trust router

Bug Description
University of Edinburgh is seeing a lot of connections to the trust router in a CLOSE_WAIT state:
I've noticed a steadily increasing amount of zombie connections between
our Moonshot IdP and the trust router:
tcp 1 0 moonshot-
tr1.moonshot.
tcp 1 0 moonshot-
tr1.moonshot.
tcp 1 0 moonshot-
tr1.moonshot.
These are all sitting in the CLOSE_WAIT state.
I'm currently at 838 connections and counting. Any idea what's causing this?
According to Sam, this is something in the trust router code.
