Bug Description
The 'Terminate Instances' button in dashboard resembles a power button, when its actual functionality is to delete instances.
In my opinion, this is likely to confuse users and may result in them accidentally deleting an instance when their intention was to shut it down.

Consistently.
Steps to Reproduce:
1. Navigate to Project > Compute > Instances
2. Observe that the 'Terminate Instances' button resembles a power button.

actually terminate instance may not delete instance right away depending on the nova setting, not sure if Delete icon is the right way to go.
