extension UT not run anymore

in VPNaas, the command :

$ python -m subunit.run discover -t ./ ./neutron_vpnaas/tests/unit --list | grep test_ikepolicy_list

doesn't return any result, while there is a test named test_ikepolicy_list :

this kind of extensions tests are not run anymore by the gate, as we can see here for instance :

    Add neutron-vpnaas/tests/unit/extensions/__init__

    The absence of this file was preventing tests in the target
    directory from being discoverable.
