Bug Description

R2.20 Build 13 Ubuntu 14.04 Juno multi-node setup

In this tor-scale setup, we have 128 TORs, 512 lifs on each tor, 2 vmis on each lif.
Each lif is part of different Vn (512 vns in all)

Totally,
128 tors
64K lifs
128K vmis
512 vns

nodei38 is the node which houses all these tor-agents

It is seen that contrail-vrouter-agent on nodei38 occupies > ~200G memory

Praveen has taken the gcore of vrouter-agent
