Cannot click in notification area after notification goes away

Bug Description

I am unsure of how to replicate this but after a waking my computer from a lock, the top-right corner of the screen became completely unresponsive to mouse clicks. I couldn't access anything on that side of the screen except the power, notification, and audio controls on the top panel.

I have figured out why this seems to happen. It seems that when a notification pops up, it pretends like it is still there and thus I cannot click where the notification thinks it is.

Is it after every notification, or only ones from certain apps, or only after unlocking? I've seen this in the past as well but am unsure how to reproduce it.

For me this happens after notifications popped up (printer low on Ink). I've clicked this notification away with the [x].
