Bug Description

By building some activities I found at least two cases where a train got stuck instead of coupling.
Two sample activities are attached to show this.
In attached activity Passivecoupling3rev.apk there is a WP before coupling, as usual in activites built for MSTS. The loco stops at the WP and does not restart.
In attached activity Passivecoupling3_shortdistance.apk the coupling loco isn't yet in the route section where coupling should occur, when tests for execution of coupling are performed. Therefore the coupling loco continues toggling between two states without advancing towards coupling.

The case of the WP before coupling has been handled separately in https://bugs.launchpad.net/or/+bug/1453665 and fixed in x3075.

The patch for the only case related to Passivecoupling3_shortdistance.apk has been reduced to the patch attached here (more complex patch above cared also about other cases).
