Bug Description
After patch to fix LIO target persistence was introduced a bug was introduced where target creation/removal would result in an exception if targetcli is not installed.
Exception is: IOError: [Errno 2] No such file or directory: '/etc/target/
This exception can be avoided by installing targetcli or creating /etc/target directory.
