Bug Description

In the Juno branch, the keystone.Default.conf template [1] hardcodes the protocol for the ldap server to ldap:// when it's possible that the user may want ldaps://

    Allow the ldap scheme to be configurable

    Some people may need to use secure ldap. In that case, they should be
    able to provide their own ldap scheme for the URI, e.g., ldaps.
