project does not have a .coveragerc file

python-troveclient does not have a .coveragerc file
This file gets utilized to specify various options for coverage for eg: ignore the tests while calculating the code-coverage of project.

    Updated coverage related options to project

    - Added .coveragerc file to project, this file is utilized
      to provide variuos various options like while running coverage.
    - Used the .coveragerc file available in trove project.
    - Updated tox.ini to show the calculated coverage results.
