Bug Description
When flashing my device (krillin) with the latest stable RTM image, I initially picked Catalan as the default language in the welcome wizard.
Later on, I switched to French in the system settings. I then re-flashed to upgrade to devel-proposed.
Now my phone is in French (as expected), except for the lock screen which remained in catalan (says I have no messages today in that language). Rebooting didn’t fix the issue.

I can confirm that the issue seems to be confined to the user metrics: the date/time and the "unlock" message that appears on touch are correctly localized in French, the only bit that remains in Catalan is the "no messages received today" text.
