Capomastro's charm uses templates for /etc/capomastro but won't update them via Juju

Well, I just realized how stupid this is in the charm code but we do have templates for all the files in /etc/capomastro however there are no real charm options to update them. Since we had been doing fresh test deployments on Staging with Mojo, all the templates seemed fine but now for the first time we're upgrading the files of /etc/capomastro... so I caught this now.

The fix would involve creating a Juju charm option for each template and test them. The config-changed hook apparently already takes care of the templates correctly.

While this is not super critical I believe it's such a stupid bug that needs to be fix as soon as we can afford the time, it will make upgrades much easier.
