base-os sometimes runs puppet, but we dont get logs

Bug Description
some of the pre and post deployment tasks for base-os are run in puppet, but we dont get the puppet log synced to the master node or available in the logs panel.
expected result, if i run tasks with the puppet handler it will be stored in the puppet log on the master node.
I assume that the root cause of this is that we don't set up syslog so the logs are not received.
