keystone bootstrap command default params are confusing

Bug Description

Steps to reproduce:
[root@node-2 ~]# keystone bootstrap
usage: keystone bootstrap [--user-name <user-name>] --pass <password>
                          [--role-name <role-name>]
                          [--tenant-name <tenant-name>]
keystone bootstrap: error: argument --pass is required
[root@node-2 ~]# keystone bootstrap --pass 123
Conflict occurred attempting to store project - Duplicate Entry (HTTP 409)

It tries to add 'admin' user to 'admin' tenant once more. It's not user-friedly CLI. Need to rethink what required and optional params should be

`keystone` cli is deprecated in 7.0
