[bare-metal] Use the Common defined endpoint to define api in ironic.conf

The host and port for the ironic api are not configured in the ironic.conf template, yet we have done the work to put that endpoint in the Common endpoint schema.

We need to make use of the Common ironic api endpoint in the template.
