misleading node vlan error during verify network

Bug Description
Fuel 6.0
Steps to reproduce:
1. Create deployment with VLAN configuration
2. Setup network configuration, assign some nodes, verify network and make sure it succeeds.
3. Assuming you have more than 1 node. Unplug one of the ethernet ports that require VLAN (management or storage).
4. Run verify network again, it should say that all your nodes aren't receiving from any of the expected VLANs.
5. Unassign the "bad" node, and verification should again succeed.
This problem put me in a wild goose chase with mirantis support #6411 because the entire time we thought it was a networking issue. When in reality, it was just a couple of bad nodes with loose ethernet cable, or loose NIC cards.
When FUEL throws up the error, it appears as though ALL the nodes are having issues, and that none of them are able to communicate. This error should be more specific as to which node is having issues and can't be communicated with, and which nodes are successfully talking, as to allow a more narrowed line of sight for debugging.
If someone can point me in the right direction, I'd be more than happy to assign the bug to myself.
