Instance "11 Evgeny Sikachev MOS 6.1 ISO #361, HA, CentOS, Neutron GRE, Swift for volumes and images" in QA week spreadsheet.

1. Create a volume
2. Create 70 snapshots for it (using cli)
3. Go to Horizon, select them all and delete
4. (not sure that this step is needed) create 50 more snapshots using cli.
5. Create even more snapshots (I used "for x in `seq 1 20`; do cinder snapshot-create 62e84ae6-0617-4e25-a934-cb7119043fed & done")

Result: Snapshots never get created

After launching it and waiting for more than an hour I have 40 snapshots with state "creating" and 17 with "deleting". The number don't change even after 30 minutes of waiting.

As a side effect, volumes can no longer be created, they are always in "creating" state.

Creating simultaneously tens of snapshots for a single volume does not sound like a regular usage pattern. Hence I set bug importance to meduim. Maybe it even should be dropped to low.

This issue could be related to https://bugs.launchpad.net/mos/7.0.x/+bug/1471273 fix.
