In Synaptic, the package seems to be correctly installed, but I'm not sure it works correctly. Everytime I install some other package, it gives me an error message referring to phppgadmin.

This is a problem with apache itself, and not with phppgadmin.

For some reason, /var/log/apache2/ is not writable by apache. You need to have a working apache2 before you can set up and use phppgadmin.

Maybe you can just delete the log/apache2 directory and reinstall apache?

Changed in phppgadmin (Ubuntu):
