Classes with same name, that are loaded from plugin are not cleaned-up

1) Upload plugin one, that contains 'murano.Test' class
2) Upload another plugin, that contains 'murano.Test' class

class with 'murano.Test' name should not be available at all.

Now 'plugins' key attribute error is raised https://github.com/openstack/murano/blob/master/murano/common/plugin_loader.py#L79
