[Ubuntu 15.04]Error when using update-manager from a terminal

Bug Description

Today I opened update-manager with a terminal, and I saw this debconf error:

~$ update-manager
debconf: DbDriver "passwords" warning: could not open /var/cache/debconf/passwords.dat: Permission denied

It was repeated for a few times.
