"Enable Multicast/RTP sender" does not combine well with "Create separate audio device for Multicast/RTP"

Bug Description

Description: Ubuntu 15.04
Release: 15.04

Under PulseAudio Preferences > Multicast/RTP, when checking "Enable Multicast/RTP sender" and selecting "Create separate audio device for Multicast/RTP".

Expected Behaviour:
No multicast traffic unless the extra device created for Multicast/RTP is actually in use / selected as an output device.

Actual Behaviour:
Multicast traffic even though the extra device created for Multicast/RTP is not in use / selected. The multicast traffic completely overloads Wifi which basically results in Wifi being unusable.

This seems to be a regression from Ubuntu 14.10 Utopic Unicorn where this worked as expected.

Ubuntu 15.04 (vivid) reached end-of-life on February 4, 2016.
