DM: should send UVE per physical-router

Need to add information to analytics regarding the Netconf status of each
physical router managed by device manager. In order to achieve this device
manager should send a UVE per physical-router which includes the following
information:

- Netconf status (success or failure)
- Failure reason
- Time taken to commit

The time taken to commit can be measured by taking the timestamps before
and after the call to m.commit in in PhysicalRouterConfig.send_netconf.

The UVE should be sent every time PhysicalRouterConfig.send_netconf is
called.

this defines the physical router uve structure
