Create load balancer does not apply network updates to amphora

The task flow that creates load balancers updates the load balancer object but the subsequent tasks don't use the updated load balancer object. This causes the network setup calls to the amphora driver to fail.

    The load balancer flow needed to use updated load balancer
    data model objects for the networking sub flow.
